At the helm of Baxter Consulting is Kirsty Baxter, a respected and strategic leader with over 20 years of experience in rail safety, regulatory compliance, risk, and business systems transformation. Known for her ability to simplify the complex, Kirsty brings a clear systems mindset and deep operational understanding to every engagement. She connects big-picture thinking with practical delivery.

Kirsty has led major transformation programs across highly regulated sectors including rail, infrastructure, utilities, and government. Her work spans from the development of computerised audit and compliance systems at Network Rail and Transport Safety Victoria in the early 2000s, to large-scale management system upgrades at WorkSafe Victoria, Yarra Trams and McConnell Dowell.

She is a trusted systems architect, accomplished auditor, and strategic advisor. Her approach blends structured thinking with a user-shaped delivery model. Every system she designs is aligned with ISO standards, Rail Safety National Law (RSNL), Work Health and Safety (WHS) legislation, and the operational realities of each client.

Kirsty has long championed the role of technology in transforming decision-making. She was an early leader in applying digital tools such as Power BI and Tableau to enable data-informed insights, and has worked extensively on simplifying risk, safety, and compliance frameworks into visual, accessible, and audit-ready formats.

She brings deep experience in SharePoint-based system architecture, digital assurance tools, and AI-assisted content simplification. Everything she delivers is built with clarity, consistency, and governance in mind.
